Their conclusion from this work is that the public transport infrastructure is even more important than the transport services themselves in shaping the long term delivery of effective public transport.

Modern transport strategy confirms that for public transport policy to be truly effective, transport authorities need to work with its partners to improve interchange between public transport modes, walking and cycling; making it easier for people to access the public transport system via walking, cycling, taxis and private hire vehicles; making interchanges accessible; and enabling people to access the public transport system by car where this is essential or meets broader strategic objectives.’
